About

Fran’s work at CDC started in the rabies research lab where she was on the team that developed
the currently used 5-dose rabies vaccine in persons presumptively exposed to rabies. Following her
tenure in the rabies lab, Fran spent the next years as a patent agent in CDC’s Technology Transfer
Office after studying patent law at Emory University and subsequently passing the patent bar exam. Next, Fran’s career took her into the HIV/AIDS world at CDC where she spent her remaining years traveling to countries experiencing epidemic HIV/AIDS. As a Certified IRB Professional, her role was to teach IRB members, physicians, nurses, attorneys, and government officials the US rules and regulations when using human beings in HIV/AIDS research.

Fran’s other interests include Scottish terriers. She is the 2025-2026 president of the Scottish Terrier Club of Greater Denver and is a Trustee of the Health Trust Fund of the Scottish Terrier Club of America. She is involved in her church and enjoys quilting and embroidery.
